Mr. Tsuyoshi Hara is a Ph.D. student at Askew School of Public Administration and Policy, Florida State University from January 2018. Tsuyoshi has worked with the Japan International Cooperation Agency (JICA), Ministry of Foreign Affairs of Japan on loan and has experience in managing Japanese Official Development Assistant programs and projects in developing countries. He is a knowledgeable financial executive with extensive experience in Official Development Assistance (ODA) projects that aim to end poverty and build shared prosperity in developing countries. He has experience in shaping, implementing, and supervising infrastructure transactions worth hundreds of millions of USD in Iraq, Egypt, Sri Lanka, and Indonesia. He is a performance-driven project manager experienced in coordinating multiple government ministries and private companies to ensure successful infrastructure project execution. He is an excellent leader with comprehends knowledge and experience with motivating and managing staffs.

Most recently, He has led the formulation loan projects and made loan agreement with the Government of Indonesia as a portfolio manager (worth $ 2,147 million) and has solved difficult procurement issues of the government such as prevention of illegal transactions and the introduction of E-procurement for International Competitive Bidding in Indonesia. Furthermore, he was a research member to estimate social infrastructure demand in cooperation with the Asian Development Bank.

He has completed his undergraduate degree at Keio University in Tokyo and the postgraduate in Economics at Toyo University (major: public-private partnership and city management). His current research interest is the relationship between inter- and intra-organization structure and performance.

He was born and raised in Tokyo, Japan. He has a wife and three children.
